ProAdvisor LLC’s Responsibilities under the COOP National Level Mission Analysis Project

As a subcontractor to The Mendez Group, ProAdvisor LLC played a pivotal role in supporting the EPA’s analysis of its Continuity of Operations Plan (COOP) and Continuity of Government (COG) programs. ProAdvisor LLC was tasked with conducting a comprehensive review of a wide range of critical federal guidance documents, including Presidential policy directives, executive orders, EPA orders, interagency agreements, CNSS policies, Homeland Security directives, and FEMA Federal Continuity Directives. The document review extended to EPA operational planning documents, OSTP/OMB directives, advisory group memos, government audits, and the Federal Mission Resilience Strategy, ensuring all relevant policy and guidance were evaluated.

Further responsibilities included the review of continuity and reconstitution policies, such as the FEMA NCP Executive Branch Reconstitution Concept of Operations, the FEMA NCP Reconstitution Managers Guide, and national security memos focused on critical infrastructure and resilience. ProAdvisor also reviewed subcontractor contracts to ensure alignment with EPA's continuity mission.

In addition to document review, ProAdvisor LLC provided technical support, participated in a site visit during the kickoff meeting at the EPA COOP site, and offered observational support during the Eagle Horizon 2024 exercise. Their involvement also included the preparation of headquarters briefing documents summarizing key findings and recommendations. Throughout the project, ProAdvisor managed client coordination and relationship management, ensuring seamless communication between all stakeholders.

By fulfilling these responsibilities, ProAdvisor LLC contributed essential insights and technical expertise to help the EPA assess and enhance its national-level COOP and COG capabilities.
